Very good idea! I recommend just to higlight some text in the bubble/rectangular area (e.g. "3 New", "New messages", etc.) or a small alert icon within the buble. I do not primarily recommend to expand the chat window automatically, or to animate the bubble too much (shaking), or use an alarm sound signal, which could be too bothering. Maybe some options the user can choose from would be fine. But a decent alert message or an icon within the bubble/rectangle would be fine to attract the attention and expand the chat window.
